Good Government Fund or GGF

The Norfolk Southern Corporation Good Government Fund (“GGF”) is a nonpartisan political fund that provides financial support to candidates and office holders, regardless of party affiliation, whose views match the interests of Norfolk Southern.


To encourage support of the GGF, NS provides all GGF contributors with the option to select a dollar-for-dollar match in the donor’s name to the non-profit organization(s) of the donor’s choice. Donors may also divide your contribution across multiple organizations.

To direct matching gifts to the United Way of South Hampton Roads, please visit the GGF website via the Employee Resource Center (ERC) or at www.NSggf.com and select the United Way link on the homepage. Individuals should identify the United Way of South Hampton Roads as the preferred charity when completing the Charity Match form during the registration process. Any subsidiary agencies should also be noted on the Charity Match registration page by completing the ‘Program Name’ field.

Any charity you select must be recognized by the Internal Revenue Service as tax-exempt under Section 501(c)(3) of the Internal Revenue Code. This contribution is not tax deductible, as federal law prohibits political donors from receiving any premium, discount, or other financial benefit as a result of charitable contributions made on their behalf.

Employees are free to contribute or not contribute to the GGF without any reprisal. Contributions to the GGF are limited by federal law to $5,000 per year. You must be a U.S. citizen or Permanent Resident Alien (i.e., Green Card holder) to contribute to the GGF. Any contribution guidelines for the GGF, such as those listed below, are merely suggestions and you are free to contribute more or less than the guidelines suggest; and the amount of any contribution, or decision not to contribute, will not provide you any benefit or disadvantage.

Currently, the GGF has three levels of donor recognition:

Chairman’s Club Trailblazer – any employee who supports the GGF with a $5,000 contribution (or any combination of payments equal to $5,000) during a 12 month period

GGF Trailblazer – any employee who contributes to the GGF at the suggested contribution levels outlined below:
B3 - $10/pay period
B4 - $15/pay period
B5 - 0.5% of gross annual salary
B6 – 1% of gross annual salary
B7 – 1.5% of gross annual salary
B8 – 2% of gross annual salary

GGF Member – any employee who contributes to the GGF, but does so at a level below the GGF Trailblazer threshold
